Create a development sandbox.
Apparently the typical way to develop code for Basecamp is to use one's own basecamp account for testing. Unfortunately, not all developers can afford to pay for a premium account just to test integration with premium features.
I suggest creating something a sandbox account, will all the goodies turned on, but every 24 hours or so all the data is restored to a standard set of fixtures, which are published in the API.
This would give developers a concrete base for developing on, and an excellent set of testing fixtures. This would also allow said developers to use a basecamp account for their dev project, without worrying about mucking up the data while developing.
