How do I edit users after they've been set up?
Seems ridiculous, but when I go to the "People" tab I just get a list of people...
For most of them, I can't change their projects or edit their info.
Is this because these people haven't set up their accounts yet?
I am the Account Owner.

You can't, user profiles are global. If you could edit their settings, you could give yourself access to other projects that they're participating in.
If they are account members already, they have access to all of the projects. Sounds like you want to remove their account member status and add them to just an individual project.

People tab > "Add A New Member" > "Give an existing person access" -
