Inappropriate?The police. Anything that disturbs you, they have to investigate. Usually they are very good about it, but occasionally you will get an officer at the desk who will say they can't do anything about it. They can.
If it is barking dogs and the owners aren't home, the cops can go buy and leave a note or a warning. If the problem continues, call the animal control officer during the day. She is great, and will try to solve the problem.
