Do iCal reminders work when the application is not running?

I don't use iCal for keeping my calendar but I would like to use its recurring reminder feature. The problem is that app seems to have to be running for this to happen when all I need is the reminder popup functionality to run in the background. Any way to do this with iCal not running?
