Ok ... I've heard a lot of different theories to my question, but I'd like a clear answer from an Apple rep if possible.
Why can't you rent Movies on iTunes Canada Store like you can on the iTunes US store?

Inappropriate?According to Apple Canada, it's because of licensing issues and Government issues. By the way, the iTunes Canada store just got some CBC, MTV, CTV, NHL and Comedy Central shows for sale. So it is getting there little by little, a few years late but it is getting there...
baby steps...I guess...

(you can access this within iTunes, they usually reply within 8-12 hours)
They may be able to give you more details or even contact a PR at Apple Canada. -

Inappropriate?This is the clearest answer I got after threatening to return my ipod touch.
“Artists and Labels are provided with the option to request contracts for all global regions in which the iTunes Music Store sells content. Once a contract for a specific global region has been executed, any content that has been delivered to us with Territory Rights within that global region will automatically be made available for sale in that region. The iTunes Store receives the audio/video and makes it available in the format it comes from the artist or production company.”
So I guess it's completely whether the artists & labels want to bother requesting contracts for a certain region that determines the content
