Why can't we change a preference to add tabs on top any more?

In the betas of Safari 4, a new feature called 'Tabs On Top' was introduced. Needless to say, there were people who liked it, and people who didn't. I, for one, was a person who liked the extra vertical space. It was alright if you didn't like it, as a simple 'defaults write' could put the tabs back underneath.

In Safari 4 (4.0.0), tabs have returned to their original place, underneath the address bar, with no way to return them to the top, no preference or setting, and no preference item. Please consider allowing us to choose either 'on top' or 'underneath'.

Come on Apple, we're all big boys and girls now, we can choose between them, just give us a means to do so.
