error message: Text encoding not matched

Some uploaded .txt files say "Can't load this file. Maybe text encoding is not matched. Please click preference button and modify encoding setting", while other similar files work fine. In one folder, all of the odd-numbered files had this problem while the even numbered-ones didn't. This seems very odd.
