Ban feature doesn't work

We currently host a network on Ning with an embedded chatroom on Ning only (no other websites such as Facebook etc). The chatroom is configured to only allow people with logins access the room.

If a user enters chat and becomes disruptive, we will ban the user from chat. However, as designed, the ban button is only temporary as it simply kicks them out giving them access to re-enter again.

As a workaround for this, we would ban the user from the Ning network, and then kick them out of the chatroom. However this doesn't work. As long as the user has their browser open, they can simply refresh the chatroom page and it will allow them back into chat, whether they're banned on Ning or not, whether they're required to log in or not. I believe this is because when a user is "banned" from chat, it doesn't require the user to create a new session when they log in.

I think as a security feature it would be good to have chat require a new session to be created each time they refresh the chat page, otherwise as it stands - it is currently impossible to ban someone disruptive from chat without having them completely close their browser window.

I'd appreciate any suggestions and help on resolving this issue - the users on our network love this chatroom and the features it offers, it's just irritating that one or two users can ruin the atmosphere.
