Add functionality for "shout-outs", essentially non-location specific notes (for incoming dodgeball users)
On dodgeball, users can send an SMS/email to the service prefaced with an exclamation mark that will be sent to all friends, useful for getting people together and announcing events. On britekite, this functionality does not exist unless posting a note while checked in to a location. A possible solution (when coupled with my nearby Region idea) would be to check in to the city and post a note. Although, notes are more intended to be ABOUT the location, not a message to all friends in the area.

Inappropriate?Robstandard, this is another good idea that we will definitely look into. As you mention, the current solution to this is to check in at city level and post your shout out there. There are a lot of people on Brightkite that do this sort of thing, so your posts don't only have to be about the location you're posting from.

Inappropriate?Even though notes are "supposed to be" about a location, can't you just treat them the same as shout-outs? The current feature seems good enough to me. If they were to implement a non-location-centric notion of notes, I'd strongly prefer not adding a second concept (ex. "notes" plus "shout outs") rather just allow someone to post a note without a location, in order to keep the list of options short and the confusion minimal.
