BumpTop does not Cover screen and Flickers

The BumpTop desktop only takes up 3/4 of my screen starting at the top left. I changed my resolution and it resizes perfectly along with my Res always taking up only 3/4 and not the entire screen. When i click on BumpTop the screen flashes, because it's attempting to change video modes i guess.
Windows Vista x64 updated fully as of today
