Show pending transactions in budgets

When I add a pending transaction, it's because I just spent money but my bank hasn't processed it yet. From a budgeting point of view, that transaction should "count." If you want to mark it differently on the budget graph somehow, that's fine, but I think it should be part of the budget and reporting.
