$36,000 to have cable/internet service installed!?!?

For the past year and 1/2 I have been receiving promotional mailers from Cablevision offering their services. When calling Cablevision to order service I was told they needed to have a survey done for my address and that they would be in touch with me soon after the survey was completed.

After 3 months of calling, I get someone who is happy to help me and pulls the survey report to review it. They tell me that they can definitely have service installed for me, however there would be an installation fee, and that fee would be $36,000 (yes thirty-six thousand dollars) Telling them I had a coupon for a free installation, I was told that since that was a mass mailing, that the coupon was not valid and unless I can pay the full install fee (at the time of installation), they would not be able to provide me with service.

My house is in the Bushwick neighborhood of Brooklyn, NY. Just inside of their service area (across the street from me is Time Warner Cable territory). 1/2 block down the street from me is their main line. I can understand even paying $2-300 to install the tap, but thousands upon thousands is insane.
