How can I get new service?

For years I've been trying to get Charter to run the cable to my address, about 1/4 mile new cable. They refuse, which I guess I can understand because I'm the only potential customer in the second 1/8 mile. But they won't even run the cable 1/8 mile (400ft) to get three new customers less the customers pay $10K for extending service. What's up with that?
