"Game Drawn due to Insufficient Material"
This was the verdict on a game I played recently where my opponent was unable to find the winning method with his King+Rook vs my King. He was given until the end of his time to try and mate me and when he failed to, he was awarded a draw!! This is not in the rules of chess and it is certainly not fair - the fact that I do not have sufficient material should not mean my opponent is given a draw - his time ran out.

Inappropriate?That is a standard FIDE rule: you cannot win a game if you do not have material to mate your opponent with. Since he has no time to checkmate you and you have no material to checkmate him with, the game is declared a draw.

Inappropriate?Draw is the correct ruling in the situation you described, according to FIDE rules. You cannot win on time unless you have sufficient material to mate.
