Comcast TV Reception

Comcast is my cable provider in Richmond,VA. Channel 98 is the Arts network which until about 6 months ago was transmitted without interruption or distortion. Now there is terrible electric static with the picture and the sound. I have communicated the problem to Comcast and they take no responsibility. They claim that it is the Richmond City Library who transmit the program. Comcast has done nothing to correct the problem!!!
