Billed for modem I never had

I'm getting billed for modem rental. Have been since the beginning of my service, but I never ever have had a modem provided. I have my own linksys modem.

Billing has not been able to sort this out. It's been well over a year. How can I get credit for the billing and get this resolved?
 
sad I’m frustrated that its taken so long and nothing is still done about it
