Comcast should have cheaper, hassle free midspeed internet

When I lived in a smaller town, I paid ~$20/month for cable internet. Here it is above $40, even with a special, because I don't want TV or phone service. Why is it so expensive for customers who just need internet? Right now it's cheaper to go to a coffeeshop on the weekends and use internet at work. I just wish there was a hassle free way to get just internet (not even super fast) without everything else for under $25 for people who just use it for IMing and reading articles.
