Improve the "Group Additions Are Over-Limit" warning/process

If two or more groups are failing submission all failures should be presented at once or cascaded with options to ignore all or individually.

An option to always ignore and list (maybe after export) group submission failures would be nice.

Perhaps the "red" pre-highlighted groups could be placed in their own pane or moved to the top of the list for easy un-checking.
