Some operators have premium numbers disabled by default in order to protect you from unauthorized use of your phone (and negative suprises on your phone bill). In many countries that's also a requirement imposed by the local Telecom Regulation Authority - in the case of Slovenia, that's the Ministry of Transport (http://www.mzp.gov.si). So, that's kind of a protective measure.
The easiest way is to give your phone company a short call and ask them to enable Premium Rate Numbers (Premijske številke 090) for you. That should help.
