Failed SQL Server connection

here some further information for "Failed SQL Server connection":
In version 4.0 the options were chosen in the same way as in version 3.x. The error while connection is the following: “Netzwerkbezogener oder instanzspezifischer Fehler beim Herstellen einer Verbindung mit SQL Server. Der Server wurde nicht gefunden, oder auf kann nicht zugegriffen werden. Überprüfen Sie, ob der Instanzname richtig ist und ob SQL Server Remoteverbindungen zulässt. (provider: TCP-Provider, error: 0 – Ein Verbindungsversuch ist fehlgeschlagen, da die Gegenseite nach einer bestimmten Zeitspanne nicht richtig reagiert hat, oder die hergestellte Verbindung war fehlerhaft, da der verbundene Host nicht reagiert hat.)“
To encrypt the password or leave it makes no difference even changing one of the other options doesn’t change anything.

Also your OS and your sql-Server version? -
