Can't add cover art to CD's!

I cannot add cover art to CD's on my shelf. No matter how I try it - dragging from google images or from my desk top, copying and pasting - it doesn't work. In fact, if I drag a saved image from the desk top to the shelf item, it adds an endless number of new, blank CD's to the shelf!!!!! What's the heck?!
