DELL INDIA - Not sending me 64bit OS. How to get it ??

i am entitled to get a 64 Bit OS since i have a 32Bit OS.
I have brought my system last month and hence it is still under warranty.
I am contacting technical support since 1 week and still after 2 unresolved cases i have not even got a single reply from technical support. When i contacted over the phone after 15mins managed to speak with a technical support person..When i explained my problem to her..she did not care to listen and just insisted that i should contact customer service and hung up when i asked her to transfer me to Customer Service..
When i mailed customer service, i got reply next day that i should be contacting Dell Sales and they cannot do anything.
On emailing Dell Sales i got reply saying that "order includes 32 bit OS and we would not be able to ship you a 64 bit OS." Further email reply are not being answered.
So what should i do now to get my 64Bit OS ??
i have been trying since 1 week and yet no success :(

Inappropriate?Technical Support (800-624-9896), not Sales, should issue the 64bit DVD. If that does not work, use the Unresolved Issues link in Jessie' post.

Inappropriate?Or you can register for a user acct at the Dell Community Forums, send me a privatem message with your service tag, daytime contact number, shipping address, and I can escalate your case to the appropriate group.

i live in india..

but the technician did not listen me saying i should contact customer service.
i have also emailed them and have also used unresolved issue twice.. and not even a single reply.
