Dell Inspiron 6000 cant power on.

My friend Dell Inspiron 6000 laptop got problem to boot up..
The LED light is flashing on the adapter, i think that PA-12 adapter is working fine.
But at the back of the technical info from that Dell Inspiron 6000 stated that use only PA-10 or PA-12 adapter..
The Voltage value of PA-10 and PA-12 are of the same values except the ampere value are different. I wonder dell has send a wrong adapter that is PA-12 adapter to my friend that cause my friend laptop eventually to fail.

When I try to press on the power button with that PA-12 adapter, for several times, it just cant power on, and no power on LED light or indication of CPU fan is on.. it is just dont have any response. For the last several times, i have tried the system by pulling off the battery, still just cant boot up, and no any response on the laptop such either light LED light is flashing or CPU fan got any reaction. I just wonder it is the CPU or mainboard failure by using a wrong adapter for long time..

My question no. 1 is:
What is the side effects of using wrong adapter, does it affect both CPU or mainboard, or causing system instability that can lead eventually to a failure.

My question no. 2 is:
What you people think what probably causing my friend's laptop just cant boot up?
