plugged in,but not charging

I have a inspiron 1525 with a charging problem ,I went and bought a new dell power cord and a new dell battery and I am still having the same problem.Plugged in ,but not charging.Can you help me. I have several Dell laptops at my office with the same problem,this must be a defect..
