How do I set-up email notifications to alert only the department involved?

I would like to set-up a project such that the whole organisation can have access to the project (view the details and files of the project), but only the department directly involved gets email notifications for the activity within.

I don't want the other members to get flooded with emails of whenever the team does something, but I want them to be able to update themselves on the project. Sort of like a read-only project? Is that possible?
