"Action Required by Me" notification on dashboard for task sharing and re-assignment

We need some sort of notification or re-assignment feature when a certain task requires action from someone else (NOT who it was originally assigned to). And this needs to be a feature available to regular users.

It would be great if on the Dashboard there was a section of "Action required by me" - so if there are tasks or issues that require action by me, I could see them all in one place. This is MUCH different than the "Tasks I'm assigned" because Regular Users can re-assign tasks. And sometimes, the task still need to be completed by the original individual, but they can't complete the task without someone else doing something or providing feedback.

The solution could be:
In comments, have a drop down menu that is a "Requires action by" - and when someone's name is selected, it puts that action on their dashboard under "Action required by me."
 
sad I’m frustrated and worried we'll have to find a different tool that can do this.
