Difficulty getting teacher's an account

I do training for EduTech a division of ND State Information Technology Dept. When we promote your site and are in a training, teachers are having difficulty getting a free account. Any thoughts on how we can be confident of getting accounts? Otherwise we may look to another solution. Thanks for any help
