Expedia won't allow me to apply a flight credit to a package

Expedia won't allow me to apply a flight credit to a flight + hotel package even though I canceled a package to get the credit in the first place. Now, I can't use a package deal to get a lower price on my trip. This pretty much makes me less inclined to use Expedia since I know a cancellation will result in my credit being treated like a coupon.
