A friend's photo http://www.expono.com/hakon_h_a/photo... is visible to me, in fact it is marked 'Public', yet it (and several others) do not appear in his photostream. In fact, even though I can see it and I can see that it is Public, if I copy the link to another browser where I'm not logged in, I will not get the image.

Those photos have a safety level set to UNSAFE. I have my safe search set to OFF. This can be changed in the search settings.
Public photos with a safety level set to anything else then SAFE won't be visible for users by default. This setting can be changed both pre-upload and post-upload.

Your photos is suitable for a global, public audience
Moderate
Some of the photos you upload may be considered offensive by some people
Restricted
Your photos is unsuitable for children, your grandmother or your workmates. (We recommend this setting if you're not sure of the difference between moderate and restricted, just to be on the safe side.)
Default safety level for uploaded photos can be changed in the Upload Settings. You can also use the batch editor to change safety level on a whole set of images.
I agree, it's annoying because it's not easy to find out. What we should do is to warn the user that the photo they are about to view is not "SAFE". But this warning will never be visible by using direct links to the images itself (for example if you want to paste them in a forum, they have to be set to SAFE).
