tagging people from picture view

Right now I can only find the "Tag People" command from the album view. Is there some way to issue this command when looking at a single picture?

Yes, you can TAG people in single photos. Select a photo and right next to it, below the map you'll see "People in this photo" and a clickable square that says ADD and has + sign on it as well.

You can get the photo view by clicking a photo in an album or in the All Photos view.
