Why can't I create an account on Facebook?

Why can't I sign on to facebook? I have been trying to create a facebook account for 3 weeks and I can't. It asks for an email address and I give it one, then it tells me to click on the confirmation link, which will send me to an email they have sent me. I click on it and it brings me to windows live, I then sign on with my live account and it shows no new messages. I want to know why I can't create a facebook account.
