For now everyone can. Here's how it works:
Members' tracks appear in a Buffer zone where they’ll be listened to and approved or dismissed depending on:
1) whether or not it is verified that the uploader owns the rights to the song uploaded and
2) whether or not the track is already on Fairtilizer
3) whether or not your song is approved by the Fairtilizer Editorial Board.
