With Foxmarks for FF3 and Safari running, when 1 syncs the other says that it has new items, then syncs, creating a continuous loop.

Do you perhaps have other sync software such as MobileMe running on your Safari computer? If we could get an excerpt from your Firefox foxmarks.log, I suspect we'd be able to figure out what's happening. Instructions here:
