Check Boxes on Member Database Record

Subject: check boxes on member info

Question: On each member info page there is a list of checkboxes beginning with "Exclude from public member list" and it contains two boxes, one called Send Newsletter and one called Send Newsletter (email@). What I'd like to change is to have the "Send Newsletter" box not be checked automatically and offer the members more like a toggle switch where they have to choose between a paper or an electronic newsletter
