How can you join a specific association?
At first i thought it was when you leveled up, but now I have and that doesn't do anything. For example, i want to become a vigilante, how do I. Also, i see other people who are level 1 who have taken (or made) no missions and earned no data points, and yet they are vigilantes or destroyers. This doesn't make much sense. Can someone answer?

It depends on how many other tools you've used. You can focus on taking Vigilante missions if you want to be that association. Feel free to play with other associations as well.

Once those actually go off (i.e.: the ppl you attached them to try to lay a mine), then they count as a tool "use." A use occurs once the tool is in play. :D Take some missions as well, those will help you become an association.
