Can we display the Highlighted topic at the top of the New Topic page?
I've noticed that a lot of people start new topics to report a problem or to ask a question that happens to already be the subject of a Highlighted topic.
For example, the "Twitter IM is down" topic has been the highlighted topic for Twitter since May 23. And yet new users keep creating new topics asking about this very same thing.
After two weeks of this, I'm beginning to conclude that it's the general tendency of new GSFN users to immediately start a topic right away, without looking around first.
So I was wondering -- is it possible to display the Highlighted topic at the top of the New Topic page, so people who go straight into creating a new topic have a chance to see it?

Inappropriate?We're also working on a pretty important redesign of the front page for companies so that we better expose relevant topics that already exist, but still let people vent by starting to type. I'm also seeing a pattern emerge (from some new analytics) that shows me the changes we are working on are pretty important.
