How do I post tips?

I notice that there is a Tips topic type in the topic type dropdown selector in the Search Results page. But there doesn't seem to be anyway, either in the basic user UI or the Management/Admin UI, to create a Tip. Is there a way to create a Tip post? Or is this a feature going away or one that hasn't quite been exposed yet?

It would be incredibly useful to have a Tips category of posts that the user could browse like they do Ideas, Questions, Updates, etc. I do hope this is a feature on the way "in".
