I think it would be great if companies have the option to display a page where they can inform the community how exactly they decide to accept or reject a suggestion. Something like "idea management policies". Users would be able to imagine why a feature request or other suggestion doesn't make it for so long and more importantly, they would be able to give suggestion for the process of evaluating suggestions itself.
PS: I for example like this known procedure: after discussion of an idea, a moderator makes fills a table with the following four columns: "pro-s", "con-s", "question mark" (things about the potential of the idea not clear yet), "possible applications of this idea in other areas". Once the idea can be clearly seen from these four perspectives is should be easy to make a sensible decision.

Inappropriate?Very interesting suggestion! We have a release about to come out that will begin to emphasize filtering, and create more incentives for organizations to update status on ideas and issues. The question is whether the "idea management policies" are best handled systemically or by promoting best practices. Probably a bit of both.
As the keeper of the roadmap for GS, I do like your grid approach to assessing ideas. I also believe that much of the work to manage ideas in an open system like GS is in the organization process--which ideas should be merged, which clustered in a group, etc. I've found that proposed ideas are often more about describing the problem than they are actionable suggestions.
