Inappropriate?I'll have one of my co-workers correct me if I'm wrong, but I believe that popularity of ideas is based on how many people "like" the idea, that say "me, too" basically.
However, ideas with recent replies do get pushed up the general activity stream. But, for purposes of display on a widget or home page, for example, I believe it's simply based on votes.
