Let users specify their own project "start page"

The current project home page has relatively little use to project users (in practice, I've seen few if any users take advantage of the "show this report on my home page" feature), and is usually not the page users would choose to see when they first log in to a project. Instead, it would be nice to allow users to select another page within the project (or perhaps even a dashboard tab) to view when they first log in.
