Project Team Notifications

How do I notify my project team of changes at the project or report level from within the project?
Can we take a cue from Google docs? Project collaborators should be able to set alerts when the project changes or a particular report changes. The admin should be able to set those alerting levels too so that when data is updated or a report changes, the stakeholders get an update to take a look.
