Zipped data file size upload issue

Last week the system let me upload a 31.7 MB CSV file which was zipped to 4.1 MB. Today when I try uploading a 35.3 MB CSV file which is zipped to 4.5 MB I get a file size too large error. Why am I getting this error this week va. last?
