I got this to work. Not sure where I found the article but basically you need to mark your Domain such that it will receive any and all changes asap. To do this "Manage this domain" and then select "Domain Settings" and select option General. There is an option which says "Next generation (US English only)". Tick this. I did not get updated for a day or so but suddenly I received the latest API version with coloured labs etc.
Only other comment. I have also changed my account from UK English to US English so that I would get all the changes.
I use firefox and installed the UK Dictionary plugin which means that any emails I write are spelt checked in stream.
