Why can't I change the order of filters in Gmail?

Simply put, I want to be able to move my filters up and down so I can choose what order they are applied.

PayPal sends me emails whenever my debit card is swiped (cool), and so I want to use Gmail to forward these emails directly to my mobile phone.

The rule I am using to do that is from:(service@paypal.com) subject:(Receipt for your debit card purchase) and it works well enough.

However, PayPal also sends me emails three or so days after I make a purchase to notify me that the funds were actually withdrawn from my bank account. I don't care about these, and so I want to delete them and not forward them to my phone. The rule I am using for that is from:(service@paypal.com) subject:(Receipt for your debit card purchase with Backup Funding).

Unfortunately, the messages that have "with Backup Funding" still get forwarded to my phone. I want to be able to process the first rule (delete "with Backup Funding") and then stop processing so these messages aren't forwarded (because they also contain "Receipt for your debit card purchase"). I don't see how to do this in Gmail.
