closed element ignored POST /api/issues

The closed element is ignored when posting a new issue to /api/issues
works fine updating an existing issue though.

I think the problem here is in the back-end where the default workflow step of creating an issue explicitly seems to be setting it to closed=false irrespective of what was passed through the API.

Will have this looked into.
