How do we encourage good question creation?

I know that I've always gotten big kick out of creating questions and seeing how many people are interested in them and wager on them. In the early days (so long ago) I was always excited when I saw thousands of $H being wagered on one of them, or in seeing on of the stock market questions go wild at the end of the day.

We've gotten into the discussion of question creation, submission, and such on another thread, but maybe we should direct those ideas here for more discussion.

One idea I'd like to see is a reward system for question creation. This could be similar to the $H20 you get just for signing in each day. Once a day you could earn $H100 by submitting a question. This would be no big deal for the regular question creators, but really could be a spark of encouragement for the newer players. Of course, if the question had to be voided, the $H would be deducted, but this would just help them to learn to improve their questions. Perhaps as was already suggested, they could send their questions to a CatEd for review prior to publication.

Just an idea...thoughts?
