Proposed rule amendments
We haven't updated the rules for a month now. We've had to escalate a number of questions in that time and I thought it would be a good idea to build the resolutions to those questions into the rules. Most of these are common sense but I think it helps to formalise that. The proposed additions are:
2.2.3 Time, Time Zones and Geography
• Unless otherwise specified, the relevant time period to which the question refers begins from the date of creation of the question
2.2.5 Types of question
• Questions should have a clear resolution and not be open to gaming. Questions that have failed this criteria include number of Google search results for a certain term (varies by user), eBay listings, home page tickers and whether a particular picture will appear on a news site’s home page. 2.2.7 Disputes
• In identifying the common sense meaning Hubdub admin may draw on the final resolution of previously disputed questions
2.2.8 Voiding Questions
• A question will be considered a duplicate if its true forecast probability is 95% or greater similar to an existing question (e.g. ‘Will candidate X drop out of the race by March 3rd?’ would generally be considered a duplicate of ‘Will candidate X drop out of the race by March 2nd?’)
2.2.10 Gaming
• Gaming of the system is explicitly not allowed. Gaming includes creation of multiple accounts and creation of questions with deliberately inaccurate estimates however we cannot provide an exhaustive list of what is considered gaming. As a guide, if you believe the wider Hubdub community would consider an activity as gaming then it probably is.
• In the event that user is considered to be gaming he/she may receive a warning, get publicly named as a gamer, get their account fine and/or have their account closed. In general, users will receive a warning before other measures are taken.

• Unless specified otherwise, a question asking when a public figure will resign will be settled on the date the figure announces their intention to resign rather than the date the resignation becomes effective (the Spitzer clause)

• Questions may be asked about television programs where results are announced live, for example, American Idol. Questions may also be asked on television programs which are pre-recorded, but for which the outcome is not known (for example, if two different outcomes have been recorded). However, questions related to pre-recorded shows were the result is known are banned.
• All questions relating to the show "Roadies", spin-offs or variants of it are banned outright
• Settlement will be based on the final outcome of the Show as televised either as live or recorded on the official associated television network.

Inappropriate?I would like to see Hubdub redefine the meaning of the word "by". Currently if a question says will "x" occur by "Y", then "y" is included in the date. For example will Brittney Spears go into hospital by March 31, 2008, means that March 31, 2008 is part of the wager. I have suggested that we use the term "on or before" as a way around this, but I also think that the term by in a question should exclude the date. If I pose a question that says will Brittney Spears break her leg by 2009, under Hubdub rules the question wouldn't be settled until January 1, 2010. I believe that 2009 shouldn't be part of the question. We have heard in the past the explanation is based on the IRS saying taxes are due April 15 and that includes those mailed that day. I would suggest that your taxes are due "ON" april 15, so that is different than if they said they were due "BY" April 15.

The term "by" will be considered to be inclusive of the date referenced. E.g. "Will the satellite hit earth by March 25th?" will be settled as a "Yes" if it hits on March 25th or on any date prior
I think that is in line with the common understanding. -
Inappropriate?How about we make it clear that questions should read "on or before" if they mean to include the date referenced, and those that should occur before a set period of time should say "before". I just think we are going to see some confusion of the new people who read a question that references a larger time period than a simple day, such as a season or a year. I wish I would of had these rules when my mom use to say be home by dark, then I could have shown up anytime it was dark and things would have been good. I think a common sense reading would lead people to believe that if I ask will the stock market close under 10,000 by 2009, that is shouldn't include the entire year of 2009. I have seen several recent comments of people looking to clarify this point, and I figured while the floor was open to rule amendments, we could fix this rule which I think goes against common sense.

Inappropriate?I strongly and vividly recomend a change of the base time and time zone.
The current PST is so unconvinient and embarrassing.
Time should be Greenwich - the coordinated universal time, which is common and easy for everyone to understand and calculate wherever he is in the world and for whatever event it is applied. -
Inappropriate?Introduce time zones with 1/2 an hour difference . It will cover the standard times of all countries.
Or - Put up a clock on the homepage showing the PST time as one can always make a mistake while calculating time. -

Very good point with regards the use of the term by. Is the common understanding that if 'by' is used with reference to an hour/day/month that it means on or before? However with reference to a year it means before? I'd rather have a common understanding rather than banning a common term however if a common understanding doesn't exist we should then insist that all questions are phrased either 'on or before' or 'before'.

Inappropriate?That's a good idea. There should be a PST/PDT clock on the site. OTOH, I'm not opposed to Zulu time (GMT) either, but there should still be a Hubdub-time clock like on Ebay.

Very cruel joke! My elation has turned to grim despair. Now I'm going to have to start taping Roadies episodes again. Thank God it wasn't an iPhone joke. That letdown would have required medical intervention.
