How to quickly get a disabled card for discounts.

I am disabled and get SSI disability and will need to get a disabled discount as quickly as I can after moving to Eureka from out of state. So I'm wondering how long it will take and exactly what I'll need to do. It will probably take me several weeks to get a permanent address and will be staying in a hotel.
