Why does the bus not stop in Samoa?

I have a question regarding bus service via Manila. Why does the bus not have a stop closer to the town of Samoa? The route drives right past it on it's way into Eureka (and into Manila northbound) so why does it not stop there? I live in the town of Samoa and currently must ride my bike either 3 miles into Manila or over the dangerous Samoa bridge to catch a bus in Eureka. Furthermore, it doesn't help anything that bus only stops in Manila every couple of hours. I'd like to petition to add a bus stop near the bridge, closer to Samoa. How could I go about this? Thanks.
