Blog admin isn't receiving e-mail notifications

In one of our blogs, we have another individual added as an admin. I.e., on the "Blog Settings" page, he's listed in the lower-right "Current blog admins" box. He's not the owner of the blog -- he's an additional admin.

In our testing, this individual isn't receiving any e-mail notifications. (E.g., when a comment is posted, or needs moderation.)

Are there any known problems with, or delays in delivering, e-mail notifications to non-owner admins?
